Shipping containers can only maintain heavy loads on the four top corners of the container. Any lateral stress or heavy force on the walls and ceiling will crush them.

They must be reinforced and checked for safety before used for habitation. Don't just think you can buy one, slap some sheet rock on the inside, run some wiring and have a $5,000 home.

You could get an 80's or maybe even 90's doublewide trailer for 5k or so. The problem is where do you park it. Trailer lots rent for a couple hundred a month at least, or you have to buy land in the country, and then you have to pay to get a septic tank, water, etc.

Furthermore, "unincorporated land" outside of cities don't have as much red tape as plain old county land, and depending on the county there may be no zoning regulations at all.
