Grants don't contribute to the student loan bubble, in fact they take away from it. Grants as essentially free money (because you don't ever have to pay them back). If you get rid of them, students will merely start borrowing even more money. Considering the maximum grant per year is about $5500, you'll increase student debt by up to $22000 per student (not including interest, not including students who go for 5 years or more) by getting rid of them.

I'd say they're extremely comparable. He had no Pell grants, his GI bill certainly was not anywhere near what modern day ones are, and he had to take income tax refunds and the like and put all that into paying for it as well as working full time all year round to make it happen.

Actually full time is about 12 hours but most people take around 14-15. Still even with 15 every semester you would still not graduate in 4 years. However, most schools have a cut off point for paying for credits. Like after 16 all other credits are free.
