It's a question of creative merit: for something to be capital-P Photography, or capital-L Literature, or capital-J Journalism, there are at the very least certain standards of seriousness it has to meet, and to some ambiguous degree quality.

For sure, if you are just collecting things that you think are pretty with your camera then of course that isn't art.
The art lies in the context, the message, evoking emotion, setting up the scene. The misconception is that art is always about the final product when infact it's often more about the creation process.
