    its called either 'miniatures' or 'tilt-shift'. its done entirely in photoshop and can be done with pictures from any kind of camera, including your cell phone.

    unlike anon told you, tilt-shift uses special lenses, so-called "tilt-shift" lenses (big surprise here...) that allow you to "move" your focal plane.

    i knew someone was going to say this. tilt/shift lenses are not for making miniatures, tilt/shift lenses are for landscape and architecture photography. if youre spending tilt/shift lens money to make miniatures then youre doing it very, very wrong. 99% of miniature pictures you see on the internet are done in photoshop.

    It's an optical illusion due to the blur. Your field of vision (and the camera's) only display focus like that extremely close to something. When you tilt the plane of focus with a t/s lens, you can approximate that effect at great distances, hence fooling the eye into seeing miniatures.
