And shit like this is so subjective that any mod attempting to enforce it would eithe rwipe the board daily, or end up in a difference of opinion with other mods/moot that would quickly result in them not being a mod anymore.
Did whoever wrote this actually use this board? Have a camera they actually used? It seems to be quite out of touch to me.
But then I guess the baords take a life of their own too, so what is written originally can quickly become moot.
However mods could totally enforce the 'ban repeat troll assholes with no contribution' thing.

I'm pretty sure that /p/ doesn't have it's own mod, and the mod who does have to look after /p/ gives absolutely ZERO fucks about what goes down here.

Last time I checked, one of the rules of modship was anonymity and detatchment. The last one i saw here was starting to engage in conversation... crony-ism and bias would seem to be the obvious outcome of that. Rendering said mod useless.. and gone.
But yeah, care is something a mod probably shouldn't do. But they do need to moderate... silently, effectively, and reasonably.
