Pardon my ignorance, but in Canada if you're suspected of drunk driving, and fail the roadside test, you are typically arrested and brought to the station for an official BAC test.

How is it that crash is able to decide whether or not he wants to go to the station?

also it may be hard to say he was drink driving as the car was turned off, though some statutes define driving if your behind the wheel which he was

If you refuse you just get the "refuse to do the test charge" thing, it's the same level/severity as high range drink driving and your punishment will reflect that.

They do, they just edit it out of the footage. There is another episode with those cops at albert park, chasing a bunch of guys on bikes.

The edited version is completely different, and makes the cops look a lot less civil.

Most cops here are pretty bro though, especially in country towns
