The "Western world" is getting older, while the so called Third world, many Muslim countries, are going to be younger. Its smart to keep them close and help to influence them. TFR is largely related to whether a country has laws against child labour and whether they are enforced.

Immigrants from high TFR countries are, on average, economically unproductive enough that they are no benefit.
