    Doubt it'll get by the senate, and if it somehow does, the Puerto Ricans have to then decide if they want to join the Union. The last few times it's been put to a vote, the vote has always been no. They don't want to pay taxes.

    I wouldn't be opposed to the idea of a Constitutional referendum every 20 or 25 years to give people the chance to vote for continued Union to go it alone. Some writers (such as 19th century writer Lysander Spooner) have felt that the Constitution is of "no authority" due to having been ratified so long ago that no one alive was involved in its creation. It might be good for the republic to put it up to a vote every now and then.
