ROE states you may only fire on the wounded if they are making a move for a weapon. Not only did the gunner in the Apache misidentify a TELEPHOTO LENS hanging from the journalist's neck for an RPG, but they fired on the van picking up the wounded journalist despite two children being visible in the passenger window, and there being no weapons whatsoever in the vicinity.

If they had followed ROE instead of getting trigger happy and literally begging over coms for permission to fire like a fucking child, they would have realized that the group was holding camera equipment and that the people in the van were unarmed. The group being fired upon earlier were far away from this area, so even if they had been holding weapons, there was no reason for the Apache to have fired at that time, especially considering there being multiple on the scene, observing from, likely, miles away.
