Arbitrary here means it lacks a definition. You can't tell what animals are "pets" by examining them. It's a label we assign to animals based solely on whim. It's like saying all the other pigs are food, but Wilbur the pig is a pet. What's so special about Wilbur that makes him a pet? Nothing. The label is arbitrary. We say he's a pet, and so he is. If we stop saying he's a pet, he stops being one.
