here's what i'd do to save africa.

I'd cut off money aid and hiv drugs. The lack of food and drugs to keep aids suffers alive would keep aids suffers from living longer and spreading the infection more. the lack of food would reduce the population. The lack of money would mean less funds to buy weapons. I'd replace the aid removed with doctors who provide food and needed items like clothes ect for sterilization. I'd also get with the local religious leaders and establish propaganda linking condom usage with magic abilities. The result would be an Africa with no guns and a greatly reduced population that could survive by traditional hunter gather lifestyles.I'd also seed as much of Africa with eatable wild plants that need little maintenance.

I'd offer substantial amounts of aid and affirmative action for all races of people who are unproductive and or unintelligent in trade for the restriction reproduction. Merely marrying a citizen or legal permanent resident will not prevent you from being deported when your student or worker visa expires, or when you're found to be undocumented.

i know how to deal with Mexico. Border fence and deportation of all illegals. Build the fence just inside the American border by a few miles. Then allow companies to open up just outside of the fence providing the offer education services to the employees. After a year of labor test those enrolled in the corporate schooling systems. Those with the highest score get conditional five year citizenship which cannot be imparted onto their children. Only computers with job application systems. You can leave when you have a job.
6) Eliminate the IRS and income tax altogether.
7) Eliminate all gun laws other than laws preventing violent felons or mentally ill persons from possessing them.
8) Make all government positions other than the president part time and maximum government wage is $22K per year, no benefits.
