Haiti lacks the basic infrastructure to actually deliver aide without international help, but the PM could have used his status as a symbol to try to diffuse as much chaos as possible.

Head to ground zero with a bullhorn and a camera crew. Start making speeches and trying to pull people together. Make a big show of personally trying to coordinate disaster relief and calling for all able-bodied people to join in rescue efforts.
