    TRAVERSE CITY, Mich. (AP) — The Obama administration has developed a five-year blueprint for rescuing the Great Lakes, a sprawling ecosystem plagued by toxic contamination, shrinking wildlife habitat and invasive species.

    The plan envisions spending more than $2.2 billion for long-awaited repairs after a century of damage to the lakes, which hold 20 percent of the world's fresh water. The Associated Press obtained a copy of the document, which Lisa Jackson, head of the Environmental Protection Agency, was releasing at a news conference Sunday in Washington.

    "We're committed to creating a new standard of care that will leave the Great Lakes better for the next generation," Jackson said in a statement.

    Among the goals is a "zero tolerance policy" toward future invasions by foreign species, including the Asian carp, a huge, ravenous fish that has overrun portions of the Mississippi River system and is threatening to enter Lake Michigan.

    This plan spends $2.2 billion over the next four years. This year it plans to spend $475 million.

    The 2010 federal budget is $3.7 trillion dollars.

    In other words the EPA is spending a fraction more on this Great Lakes project each year than the Federal government spends every hour. The total EPA budget, $10.5 billion, costs the Feds about a day.

    Sounds like a hell of a deal.

    It actually is, there are some serious issues at stake involving stopping the spread of invasive species. Pretty much the whole Great Lakes fishing industry is at stake. If they can't solve the problem, the US and Canada stand to lose an entire way of life for people that generate tens of billions of dollars a year.

    The carp will eat itself to death shortly. It needs a lot of food just to survive, and has largely expanded its population by devouring other fish. Once their populations can no longer sustain it, it will die off and they'll return. Natural selection in action.

    That said, the lakes need some serious cleanup and I'm glad to see some effort going towards decontaminating the watershed.
