Because the laws tend to be very arbitrary in the first place. Speed limits are almost always lower than they need to be and enforcement is more about revenue than safety.

so a speed camera that is near a school capturing you, at night on a Sunday when all kids are asleep on a non-school day, doing 40 is pretty much bullshit
