You're misreading that graph, my friend. There were over 300,000 papers produced in the US in 2008. That number is a 240-ish increase of last years production. Not only is that graph still trending upwards for the US, it's showing that the US could actually afford to reduce research and science spending for several years before it declined to Chinese levels of production. Except the budget for science and research in the US is going up next year, not down.

Papers are often stolen, or worse, completely made up. Peer reviewed means little when the reviewers don't give a shit. Peer review (especially sloppy peer review) just means the science looks legit at first glance, nothing more nothing less.
