    Naumburg has 35000 inhabitants.
    They used to have a 5.4 kilometer loop line around the inner city, which was closed in 1991. The only reason it didn't close sooner is that in the GDR, nobody had cars, so public transport was more important. Track maintainance in the GDR was shit though, which was probably the main reason it was closed.
    Since 1994, parts of the loop operate mainly as a heritage line, though it runs every day and is integrated in the city bus network. There are vague plans to reopen the whole loop, but there's no money.

    After a short glimpse at the wikipedia article, it seems to be heavy rail street running, which could be found very often in industrial areas or ports. I don't know to what extent british law seperates tram and rail, but Germany has two fully seperate laws for them. The idea of mixing tram with rail (the legal status changing) was used before e.g. Colonge/Bonn, but those were privatly owned, non-federal rail lines, also overhead voltage didn't change.

    Karlsruhe also changes the legal status, but what's new is that they change currents (from 750V DC to 15000V AC) and they run on federal rail lines.

    What's this "heavy rail" thing? Rail is rail is rail. Anything else is just implementation detail. I'm not really seeing the difference between Karlsruhe and things such as the long-term track sharing that's happened in London Underground on at least three lines - arguably, the Metropolitan Railway invented tram-trains in C19 when they were running trains from the inner-city subway out to new commuter towns 80-90km away. The modern Metropolitan Line has been curtailed to 45km, but it still runs from the Circle Line tunnels with their metro operation out to what is now the "big" railway.

    talking from a german point of view, we have two laws, the EBO (for railways) and the BOSTRAB (for trams).
    In short: BOSTRAB allows street running, EBO allows bigger trains.
    If you go into details, there are several sub-laws for different types of trains, considering loading gauge, vehicle lenght and weight, maximum speeds, if and how you have to put up signals, different regulations if you want public funding etc...

    I have no idea under what law the london underground would run, e.g. there are S-Bahn tunnels for suburban trains in Berlin, Hamburg, Munich, Frankfurt, Stuttgart that run under EBO.
    On the other hand, the 4 full subway systems (U-Bahn) in Hamburg, Berlin, Munich, Nürnberg run as a sub-law of BOSTRAB, I don't know why. As they're full seperate, there is no lenght restriction..
    Pre-metro Stadtbahn systems, e.g. in the Ruhr area, e.g. Essen (to continue our ABC), which have parts underground, parts street running are BOSTRAB as well. If a line is partly street running, lenght restrictions (75 meters) do apply, if it's fully seperate, longer trains would be possible.

    Regulation is an implementation detail. In the UK, the law governs the building of new lines - arranges for land grants and gives permission for it to go ahead.
