Yes and No. There is no way you can argue that say, just because its the first genuinely bad tv show I can remember, The UK Soap Crossroads in its original encarnation, with its miriad of continuity errors and terrible production values is better than say The Wire, or some other HBO show. Because one is simply Better, in script writing, in production, in acting, in everying. However yes, some person could enjoy one more than the other, but it does not change the Quality.
