Their house lock down isn't bad (funny how its not locked down after initial part of night starting) but a preferable thing wouldn't be noticeable at all. Less attention drawn the better. A solid panic room would be nice, but then you have to worry about them burning you out. Underground would be best solution if you had the money.

One of the biggest issues concerning underground shelters is water intrusion. Water Table for your desired location is a huge factor a long. Water tight along with sump pumps are a requirement.

Building one directly next to a water source is just asking for water intrusion, let alone one with an entrance from a water source.

Shit like this has happened before. I can't remember the exact date but there was some police strike in the early 1900s in a major city (possibly New York). Besides some people running stop signs and a couple of robberies it was business as usual.
