It's simple.

-Mandatory "how to not be a retarded gun owner" course.
-Maybe have mandatory registry of firearms.
-Maybe take a leaf from the russki system where you start on basic gums and move on from there.

The only problem I have with that is that the complete background check obviates any usefulness against the government. Still, I pretty much agree with you.

I live in Virginia, and I believe that the gun laws here are damn near perfect.

If you go through the process and get your FFL and Class III, you can get automatic weapons. The average person should not be allowed an automatic weapon.
>Long guns (including Assault Rifles)
You should be 18 before you can buy any of these. Thats fair. If you want a new rifle or shotgun for hunting, recreational shooting, etc, you should give your parents the money and have them buy it.
>Handguns
You should have to be 21 to conceal carry a handgun. 18 year old kids are nowhere near mature enough to handle the responsibility of carrying a loaded, concealed weapon. Also, permits for conceal are good idea because it shows that you are actually responsible enough to go through the necessary classes and paperwork.

And you can buy a handgun via private sale in VA as well but you can only open carry and the magazine must be separated from the firearm while in a vehicle.
