Personally, I feel that in total BlazBlue had a very enjoyable cast.There were a few that I personally didn't like, but there were many I did like.
Seems like a power level list to me. I agree that Rachel, Mu-12 and Terumi are in the top 5. Rachel is the strongest known power in the game, she is the only one who could take out Terumi until Ragna absorbed the Ideal Drive.
