I think part of the reason Touhou continues to be popular actually is that they're not just Moe~ cardboard cut-outs. They actually have individual personalities(through canon and fanon), very few of them act cutesy, and that's what makes the characters memorable.

I think the reason it continues to be popular, is that there are so many girls with interesting designs, which allows plenty of H doujins and art to be created. Artists are even free to make them from loli to "hags", further increasing the range of their sex appeal.

What makes Touhou good is the community itself.

I think that only accounts for the popularity as a H property though and Touhou has a fairly wide "clean" fanbase especially in the west.

I think the cute designs are definitely a bit part of what makes it stand out from the sea of school uniforms, but the reason why it's gotten so much attention is largely down to the characters being displayed as having some kind of personality, if only an implied one(but implied means exploitable, so great for Doujin).
