It's very subjective, but everyone should be able to do some basic judgement by themselves.
Do we really want to draw Mokou and Meiling at the bar? Is there anything that makes it even a little bit interesting? If there is, then what? Do we want to draw /jp/ as a character, even though it has been done god knows how many times? Such a request does not yet imply anything that would make it worth the while, unless the artist is already motivated for other reasons.

Pretty much the only themes /jp/ can come up with ideas is to smash a simple crossover together and be done with it, or draw characters just ......being there.

Someone draw Don Chen laughing while Blue Oni and Red Oni bust up a tea party at Scarlet Devil Mansion for back protection money. Be sure to include the tea pot in mid-air shattering into tiny pieces.

Most requests, from what I've noticed, are asking for some kind of crossover involving Touhou and presumably /co/ (what's this whole Touhou lantern thing anyway?) or /mu/ stuff.

This only reinforces my opinion that people who browse multiple boards (which is probably 90% of /jp/'s "regulars" at this point, sadly) contribute greatly to /jp/'s declining quality.
