Minorities and farmers are exempt. Some areas allow two Children. If one is mentally retarded you can have one more. If your extended family only has x children yada yada etc. Many loopholes.

Also, they won't kill the kid if you have one too many. It's just a fine. The policy is really more of an incentive than a way to actually control population. An actual effect is that the government can say only one child from a family is allowed to move to the big city (they don't want everyone to move). No one can stop you from moving, but the government can prevent you from legally changing your residence and thus you will receive no healthcare or may not be able to work legally (in the new city). This creates A-tier and B-tier children, one may get much better benefits and salary simply because he was born first.
