Similar to my thesis.

Can't go into too much details. However due to non-gusty conditions, and low wind speeds in the stratosphere, a Helium filled blimp can stay afloat fairly well. Unlike my airship which is anchored, Google's balloon would not matter if it drifted of course too much; as the microwave/radiowaves sent have a fairly long wavelength to be recieved/transmitted by the balloon.

The balloon will never reach such a point because its mass isn't as negligible as you're making it out to be.

Plus, the moon orbits around the Earth because of the Earth's gravitational field and it's well outside of the Earth's atmosphere by any definition. The only thing keeping it from smashing into us is basically angular velocity.

It's probably a good thing that they come down every now and then, the down time could be used to update the infrastructure. In 2070 you don't want to be using internet that relies on 2013 hardware mounted on a balloon.
