For example, they stopped trying to push so many proprietary web-standards because there are two web browsers that are objectively better than theirs. But then a few rooms over there are the Microsoft Office guys that know they have dominance and do not need to pay attention to open standards, so they implement them as much as they're required by government, which is to say they write their own open standard that is thousands of pages long and impossible for anyone else to implement correctly.
