Grab the manual of your motherboard and recheck everything.

This. Dell can play with itself.

Just make sure the PSU is plugged into the motherboard properly - sometimes some plugs are bit difficult to seat so you have to push them down with a little bit of force.

Connected the cpu power plug?
Didn't fuck anything up with cpu/thermal paste either?

Do a minimal build (just mobo+cpu+heatsink+psu), connect the internal speaker, see what happens. Then add ram, fans, gpu, hdd, optical - one after the other

Take a picture of your motherboard. 9/10 chance you forget the cpu power or something.

Post pics. Try the mobo+cpu+ram+psu combo outside the case and see if it starts.

start with the mobo though. happened to me before as well.
