The mouse may offer more control, but the console is a cheaper, more elegant route, and the controller is a more elegant control device for gaming purposes. That said, using a mouse makes you no more skilled or impressive, and you only think this because, unbeknownst to your high-conscious self, you're actually insecure about your own skills at gaming and know deep down it doesn't fucking matter either way.

I haven't seen any TV tuners with a usable HD input. Unless you can find one with HDMI, DVI or component in, you won't be able to. Either way, such a card would probably come at a decent price. Just buy a cheap monitor and forgo the speakers, or check craigslist or eBay for a cheap/free TV.

u could use a dazzle dvd recorder and just maximize the recording window, you'd have to play in 480i, standard definition though.. better than nothing i guess :)
