    This is why the system needs to be updated badly.

    Flipping the URLs around and modifying it to allow for broader domain control would be needed to make the system work at a globally accepted level.

    Example
    http://country.website-type.domain-name.sub-domainM.sub-domainN/directories
    Some new TLDs could be created, such as one for Global.
    Shit needs to be enforced or control revoked and everyone else blocks them.
    Website Type will get rid of the need for people buying, for example, TV domains for websites based around Television.

    That is why they eventually setup that SafeBrowsing list to block bad sites.

    I guess easily mistaken characters could be highlighted with a different color.
    Browsers and the like could detect your location (as they do) and popup an alert if you click on a link which is potentially being used to deceive.

    It won't be difficult at all.

    All you need to do is add in checks for the current location and have a list of potentially conflicting characters.
    Any characters not in the your language throw a warning message towards the program requesting the resource.
    This can be controlled through an option in the control panels of the OS and the program too.
