necessarily. It would take some funding, but nothing that a couple
somewhat wealthy people couldn't provide, given that participants in
the project do not expect compensation and the willingness to be a
little "flexible" with the law (hey, it's international waters).
First,
you would either find an abandoned oil rig or build something similar
(first is preferable). Attach other floating platforms to it to provide
greater surface area. Ever seen a solar cooker, where it uses
reflective surfaces focus sunlight onto one point? Build lots of those
to boil seawater, collecting the vapors for fresh water. Use that water
to grow plants for food. There are the necessities of life, right
there. As long as you would be willing to devote a large amount of
"land" to each resident, it could sustain a small population.
Not
that it's entirely necessary, but electricity could come from either
solar panels or wind turbines (wind on the sea is something fierce, if
you've ever been on a boat. no trees out there to absorb it).
