    BEFORE 2002, the FAC was two digits behind the TAC (7th and 8th digits of the IMEI) and was a _manufacturer specific_ location code indicating production location.
    since then, the TAC has been 8 digits and simply describes uniquely a model and sometimes revision of a cell phone.

    so not only is OP's list not true for any phones made after 2002, but even back then it wasn't true for _all_ manufacturer's, since the FAC was specific to each one.
