    Because it has no compelling features beyond the other browsers other than: Coming with windows, and Not IE 5, 6, or 7.

    Chrome should be conditional high/god tier and Opera and Firefox should be neck and neck. You don't want to understate how far apart Firefox and Opera are from browsers like IE.

    I say Chrome should be conditional because you shouldn't be running it for shady stuff. You should be using Opera or Firefox for real browsing, downloading, etc... but you should set Chrome as your default browser so that when you click on links, the program and page loads extremely quickly. That's why Chrome is useful. Use Firefox or Opera for browsing 4chan, downloading shit, going to potentially shady sites, etc...
