Concealed carry is legal in fucking California, of all places. If you're doing something legally then police do not have just cause, which means their options are severely limited unless they want the city which writes their paychecks to lose another massive lawsuit. Cities lose all the fucking time because everybody hates them, a good case outcome for a municipal government is when they settle for $5 million instead of $10 million.

Most states require some sort of permit though. Some states are "may-issue" which means it's completely up to the local sherrif whether he wants to give you a permit, which sucks.
