    Assuming you didn't mean you want to actually "broadcast" through the air:
    Laptop -> TV would be difficult if you only have VGA/DVI/HDMI.
    Desktop -> TV is easy, lots of older vidya cards have composite or s-video outs. If your TV doesn't have those inputs, you can use a VCR or a standalone RF modulator to convert to channel 3/4 VHF signal.

    yes, because composite and component are just pinouts of what VGA is already sending out. you can easily make your own cable which gives you the full spectrum, or even better buy a shitty online.
