Rooting allowed me to use SetCPU to over clock or under clock to save battery

rooted EVO4G user here. Had the same GPS issue, however, the fix for me was to switch to stock, turn the GPS on there (go into Maps or something to test and make sure it's working right) then with it still on, flashing back to CM7. Not sure if it will work for you, but good luck!
