Get rid of all the Japanese / Cartoon porn boards. Get rid of all the japanese / sex advertisements. Make the number of threads shown on a single page much larger / increase the posting cooldown to 1 minute for both sage/non sage posts. Allow for duplicate file entries.

Sorry to say this, but this is impossible.

The only way to permanently ban someone, is to ban their Hardware ID or MAC address. Then they'd have to buy a new computer, alternatively a new network card.

But browsers doesn't broadcast that stuff, and such this is an impossible thing.
