That way you can save on fuel. While police still exist in the city, their response times and usefulness is pretty low, as in a half hour before they show up, IF someone dies. Add on top that due to shitty police force many residents are already taking up arms and practicing self defense, your 'defense force' idea is pretty damned pathetic. The citizens of Detroit don't need a bunch of kids from the internet to 'defend' their streets.
