Any ways pan handling is illegal for both parties involved in Baltimore. Most homeless never get arrested because its what they want, shelter. But for the person giving out the hand out, its a $100 Fine.

There is a actual reason for this,
1. soon as you give 1 homeless guy a buck 14 more will appear like ninja to ask ask for money.
2. People in Baltimore will literally bust your head open for a penny, Seriously.
3. They just use the money to get booze instead of that sandwich any ways.

I feel you but as a resident of the baltimore downtown area, most of the time, around here at least, they really do spend the money on drugs, namely heroin - its an epidemic in our city. giving them cash often feeds a habit. I've seen too many con artists at this point that I feel a certain numbness when I see most of them. There are one or two guys in my neighborhood that I occasionally help out because they are just down on their luck. The majority are just drug addicts though. feeding their habit hurts ALL of us.

Wow, you've never lived in a city have you? The homeless people that are asking for money really are only going to spend it on booze or drugs. Or they know you're a sucker and they're just using you for free money. Alot of panhandlers actually aren't even homeless. There are so many chumps out there giving free money to them that it's like a second job for them. There are plenty of programs out there to help homeless people that legitimately want to improve their lives and get a home. The homeless that panhandle are always up to no good.

I live in brooklyn and I have never seen homeless act like the way they did in baltimore. Usually they will just leave you alone here or get on the subway and start the "pardon me but my name is (who cares) and I have no home to go to." And to the idiot who says "how do you know they'll just spend it on booze you rich fat bastards" screw yourself, I smelled the booze on their breathes cause they got that damned close. I buy homeless a meal, mcdonalds, subway, a deli hero, whatever. You can tell the bad homeless from the "down on their luck" homeless by how they respond to you giving them a meal. I bought a lady in baltimore a turkey sub and she gave it back then asked for change. Tell me, what was she going to buy with that money? maybe she just wanted chicken instead?
