    My guess was since all the dumb horses stopped being dicks to each other, there gods saw good in them again and came back.

    The three races ruled the land with the unicorns controlling the day cycle and the pegasus the weather.

    Enter Discord, who literally hijacked the whole of Equestria.

    Somehow, Luna and Celestia rise up and wind up defeating him with the Elements of Harmony. They reestablished the government in the form of a diarchy and took control of the day cycle hoping that they'd be powerful enough to protect it. Return of Harmony proves that they werent.
