I rarely buy skooma from them, skooma has absolutely no fun effects in Skyrim anyway. They do however frequently have good armor, soul gems, potions, weapons, alchemy ingredients and things like that for sale. They also often have at least 1000 gold in their inventory, and will buy almost everything.

So what if they always have skooma anyway? If I remember right, skooma and moon sugar aren't just drugs to them, but also part of their whole culture and religion. It's bit like alcohol is to us normal humans, or weed is to stoners.

It's a good story, it gives an interesting example as to how life for someone in cyrodil before the Oblivion crisis might have been, while being generally humorous, has a cute like able artstyle, and is fairly interactive with its fanbase.
