I don't think the DB universe is that well thought out, that doesn't however mean there isn't any significance to power levels, just that they're more of a plot device type deal.

In any case, for Cell it's fairly irrelevant, power levels stopped being used after Goku's fight with Frieza.


There is an experiment you can do however, find out how much energy/electricity/whatever is in the average human farmer and that would equal "5" in DBZ power levels....after that it's just basic multiplication.
