Obvious self inserts are by default mary sues. It doesn't necessarily mean ALL POWERFUL CHARACTER.

I was under the impression a mary sue was someone who was perfect and inately designed to be likeable. For reference: Twilight's Bella.

Whether a mary sue is a self-insert, in my opinion, is correlating fact, not causational.

I think at some point, everyone has fantasized about being inserted into a fictional universe. And lets face it, everyone dreams about being super special awesome. These two things collide and create a Mary Sue. However, some decide that having their Mary Sue living little adventures inside their head isn't enough. They feel the need to turn it into something tangible, because they think their story has to be shared. What they don't realize is that this is their personal fantasy and (most of the time anyway) people don't want to hear about how special or awesome you are.
