Its because you're enticed to buy extra packages of each so that you get an even amount of both hot dogs and buns.For example, you get 10 hot dogs and 8 buns per package. You will need to buy 5 packages of buns and 4 packages of hot dogs in order to have one bun per hot dog. (5x8 = 40 and 4x10 = 40 for you math deficient people).On the other hand, if you could have 10 hot dogs a package and 10 buns per package chances are you will simply buy enough packages for yourself, most likely less than the packages you would buy if they were numbered differently.Imagine how many extra purchases they get out of people with OCD. It also has a bigger impact on vendors when they restock because they too will be enticed to buy more and have an even ratio.
