In that interpretation, it doesn't actually mean shoujo-ai is disallowed... and /cm/'s rules clearly do allow shounen-ai. It would make sense if the female equivalent /c/ also allows the gender-flipped version of the same thing.

Yes, that's exactly what it means. Guys aren't allowed, but having a guy in a girl's picture is ok. For example, Vocaloid family pictures may sometimes have one or two guys, but most of them are girls. Or heterosexual couple pictures.
