    Half implies it is both, which makes the question impossible to answer, as the answer would be both.

    However;
    The glass in the picture is clearly more full than empty, as the water is in the middle, yet the glass is larger at the bottom and smaller at the top, meaning more water would be held in the bottom than the top. The half filled point would be lower because the volume of the bottom is larger than the volume of the top.
