I've cosplayed a handful of dark skinned characters and I'm white as fucking snow. If you get proper theatrical makeup and apply it to look natural, it's fine. I've never had someone come up to me throwing a fit about black face. Also, for many of us whiteys, we just look weird if you go REALLY dark. Like, with facial structure it just is a bad missmatch, so I'd suggest dialing back a bit on darkness if your character is really dark skinned.

I know, as a POC and also I cosplayer, I sort of feel the same way. There are only a handful of tan characters in anime and a VERY small amount of characters who are actually black. Idk it's a weird white privelege.
But I also know that by saying means that skin colour must be a crucial part of the cosplay, which I don't believe so. And it just wouldn't be fair for me to say 'I can cosplay Asuka because I am black' and to deny someone from doing Tiger because they're white.

It can be if you know what the hell you're doing. Specifically latex or glue-based paint that won't rub off with sweat such as PAX. However, you can't put that stuff on your face, so people are still forced to buy separate body paint which is a difficult bitch to get the matching correctly.

Personally, I know that if I were black I would pick black characters to cosplay. It's almost the same as cosplaying your body type, weight or height but less important. No, they're the exact same. They are aspects of someone's genetic makeup. Race is just another barrier that people have to face when attempting to cosplay a character. Your skin color doesn't make you any more special than your hair, eyes, or body shape. All these things can be bypassed with enough time, effort, and knowhow as far as costuming (except for going from skinny to fat, or plain to curvy while wearing revealing clothes)

Since this is sort of related, I wanted to try out heavy ganguro makeup (mostly just with dark foundation) just for fun, but I'm a white girl. Would that be ok? I'm really hesitant about making my skin darker in any way.

There is nothing racist about wanting to portray all aspects of a character, skin color included. If anything it is a sign of respect, you are paying tribute to a character you love.

Let me give you an example.
You see a black guy in an iron man suit. He's cosplaying Rhodes right? Now you see that same guy I the same suit, only now he's got makeup on to make him appear white, and everyone will now perceive him as cosplaying Tony Stark.

Skin color does make a difference in cosplay, sometimes. And anyone who choses to go this route isn't doing so because they're bigots, they're doing it oh of respect and admiration for a character.

I honestly don't understand how you can't see that.

Dark-skinned people literally can't just go a few shades lighter unless they naturally already have lightish skin. As a result, they get snubbed more for "not looking anything like the character. Just stick to dark-skinned characters, you look dumb" outside of the occasional Tumblr blog. Meanwhile, it's just a matter of foundation and tanning for light-skinned people to suddenly "look EXACTLY like the character omg. You're totally so dedicated and respectful you, like, totally transcend race when you love a character enough~!!!"(lolno). Why should everyone be okay with this?

I'm a pasty white guy and cosplayed Black Baron from Madworld and got shit for racism (when Black Baron is actually a white guy in blackface makeup in the game anyway) so I'd argue against it, was annoying too as I'd done the tattoos perfectly yet kept getting glares from black cosplayers.
