Hey, I'd like to ask about that feathery thing on Pirate!England's hat. What is it called? I recall seeing things like that being sold somewhere years ago but I still have no idea what they actually are called.

Cosplayers don't just glue feathers together for it, do they?

I think they're just feathers or plumes. Pirates would wear them to show their wealth. The fanart looks like he has a bit of a boa hanging from his hat.

I'd recommend getting the feathers that are more boa-like, something that has some volume and tease to it, if that makes sense.

Like in this picture. It's a feather shape but has a texture like a fluffy boa. If you used a lot of these with various lengths it would get the feather look without being so costumey as a boa. I have seen boas used for the Pirate England, but it looks weird to me and it's very obviously a boa shape and texture when you see it.

I guess the feather is more authentic in my mind.

Honestly I wish there were more China cosplayers that didn't go with that terrible looking red shirt.

I used to think this was an awesome cosplay until I paid more attention to the chin.
It would have been perfect if they'd tried a different way to give themselves some stubble instead of a sharpie.
