Depends what branch of Islam you follow. Some of the girls I know wear loose hijab, some don't wear it at all, some have gorgeous decorated ones and some have very plain dark ones. It's all down to personal preference.
Lolita works well with Islam because you can keep covered up and look pretty. However, many girls who call themselves Muslim now in the UK are quite relaxed and understand that how they dress =/= how they should be treated. So they can and do wear the same clothes as everyone else!

I think it looks fine, there is enough white in her outfit that the hijab fits in, though it does somewhat blend in too much with her blouse and tights.
