Cosplay events are for fun, they're to dress as your favorite anime character and have a bit of creative flair. Even if the costume is revealing, sometimes it's just a case of being brave to get a rewarding feeling from doing a costume well and being that character for a while.

I've met a couple of really naive, weeby girls at cons who obviously had no idea what they were doing. It wasn't really harassment I saw, but they'd be dithering around stalls, being all uguu, and occasionally a guy would pass and take a photo of them bending over, and then they'd swap cameras and such, etc. I've seen cameras be stuck up skirts too by weedy mouthbreathers. I gave them nasty looks, but it happened a lot at hyper japan when I went last year. I think the whole issue here is the mindset that "You're dressed like this so I have a right to get up in your face and be perverted or obnoxious because you obviously want attention."

Yes, I do believe if you bare skin in public you're opening yourself to looks and even some hastily snapped pictures BUT that's not excuse for anyone to assume because you're showing some skin that they can act like an asshole or a pervert.

In the case of this photographer, it was his PROFESSIONAL JOB to take pictures. Not loudly discuss the girl's possibly underaged status when she was in earshot, post her online just to oust her possible underaged status, and then suggest that she had no right to be annoyed by someone getting in her face for photos because "She's the one exposing herself. She should know people will want photos."

Doesn't matter how much or how little skin someone is showing. You don't make sexual or offensive comments to their face or in earshot of them. You back off if they look unhappy with you taking photos. If you want a photo so badly, just take one when they're not looking.
