I've read in a lot of places that Kiki is now 21 and and has moved away into her boyfriend house, which would also place Dakota as being 18 as of now.
There's this image posted this year of Dakota blowing the candles on her birthday cake, which has an 18 on it.. but Dakota has been known to lie about her age.. actually, she lies about everything. Her mother has also been known to lie on police reports, lie about the truth to cover up her daughters actions.

I'm inclined to believe that Kiki is 21 and Dakota is 18 going on 19 now, simply because of a boy-who-cried-wolf effect and the photographic evidence.

I increased the res in photoshop. It's still not very clear. I can see why people might think it's an 8 but it's not definite or clear for certain. There is a dark blob on the hello kitty (guessing that's what it is) which obscures the candle slightly.

A 6 from that angle could look the same as an 8 also. I have no clue. I'd say it's not a very useful photo unless someone can find a better photo of it nearer the front. I honestly have no idea.

Photoshop and makeup can turn any pig into a princess.

As for the videos, she doesn't move around because she's in a very specific angle from the camera. The distortion gives an optical illusion of a smaller chin and jaw but bigger forehead and eyes. She has quite a lot of chin and it's square in her regular pictures.
