Fluttershy is modest, but Jessica:

On the tan part, I will admit that that is mostly fanon. One could argue that the amount of time Fluttershy spends outside would give her a tan. It still looks out of place to my eyes.
Fluttershy was awfully flustered about being a model, she wouldn't want to 'strut her stuff' in an outfit like this.

In actual cosplay side of things, she could have covered up the black band of the ears a lot better. I'm not thrilled about the wig, but that's not uncommon for Fluttershy cosplays. Fluttershy's bangs have a lot of volume to them, and curl down past her chin. Jessica's bangs are akin to Applejack's.

Anyone have a picture of her WITHOUT makeup?

And besides, you're missing the point. My Little Pony gijinkas are usually intended to be cute and sexy versions of the characters. It's the same reason you see Rainbow Dash in hot pants, Applejack in daisy dukes, and Twilight Sparkle with an open blouse. Listen, while I can understand where you're coming from by bringing up all the other sexified versions of the pony gijinkas: I am not the biggest fan of those either, and it really has nothing to do with them looking cute or sexy to me. A lot of the time, those cosplayers are both.
On the other hand. When I look at a gijinka, especially ones like MLP that have defined characters with defined personalities, I ask myself: Would they wear this if they genuinely were human? Why or why not? And to me, girls I know that are a lot like Fluttershy and still in high school don't wear tops like that. If they are doing it specifically to attract the show's male fan base, like myself, that's fine. The same thing goes if they want to dress up and look great. It's just that that won't make it accurate.

She's done a bit of both. Her back in like 2009/2010 I had a chat with her, just shootin the shit one morning. She sent me progress on her Dark Magician girl outfit. One instance earlier this year back in june she asked me about ways to make stuff look like weathered metal for her Gears of War costume.

She's put in the time to make better things. She's still learning a lot of aspects of cosplay but she's goin places and it's a good direction.
